Matters Arising.
From BARLA Committee for Cup Competitions.
The County Cup Competitions (Lancashire for this league) will now be played at under 12s, 13s, 15s and 17s.
The National Cup cometitions will be entirely open and invitations to enter will be sent to all the development areas and/or the north east, London and the south, Wales , Scotland and Ireland . Teams will play their usual rounds until the last 16 when two teams from the development areas will be brought into the competition with 14 from the traditional areas.
Secretary
BARLA AGM will be held on 24 June.
Accounts are available, but these have been sent out to each club ? probaby the open age secretary.
There are three nominations for two youth representatives on the BARLA Board of Management. This league will vote for the two representatives who are up for re-election.
Child Protection Officers. CRB forms were made available. Complete these and send with the relevant paperwork (details on the last page) to Hilary who will then endorse them and send them to RFL. The RFL will return the certificates to the individuals and Hilary will return the paperwork to the individuals separately.
Positive Coaching. Such courses are being held via service areas and are highly recommended. They will also count towards a coach?s personal development.
Rugby League Services will be making available soon, high visibility jackets and temporary fencing to all youth leagues. The fencing is to act as a deterrent to people encroaching on to the pitch. The high visibility jackets are to ensure that everyone knows who is entitled to be on the pitch. The bibs supplied by this league will act in the same way.
New team sheets for season 2007 ? 08 will need to be used. Referees will indicate which teams were or were not wearing bibs/high visibility jackets. ONE TEAM SHEET PER MATCH MUST BE COMPLETED BY BOTH TEAMS BUT THE HOME TEAM IS RESPONSIBLE FOR SENDING IT TO THE LEAGUE SECRETARY.
New forms for match days are to be used for season 2007 ? 08. These include a space for referee assessment WHICH MUST BE COMPLETED. There are other spaces on the forms for each club to complete. These forms MUST BE SENT BY BOTH TEAMS to the league secretary with 7 days of the date of a match.
Samples of these two forms will be available on the web site and will also be sent out via e mail to everyone.

The Three Counties Committee would like to run an under 19s competition. After a brief discussion, it was decided that more details are necessary before coaches and clubs can decide whether they wish to enter or be involved.
Treasurer
Outstanding fines and moneys owed must be paid by Monday 25th or else those teams defaulting will not be allowed to enter into the league. Other teams from that club may also be refused entry into the league.
Registrations and Transfers
A hand out was given out regarding registrations this season.
Fixture Secretary
Apologies from Jackie who is on holiday. The season will start on Sunday 2 September. The committee will liaise and will put each team into a division ready for the July meeting.
If you wish to play friendlies, you must arrange for your own referee and then e mail Hilary, copy to Jackie of the details. A team sheet must be completed, and cards must be viewed and the result must be made known to Hilary and/or Jackie.
Reminder that results must be sent in by SMS (Mobile phone text) to Jackie or by either method to Hilary.
Discipline Secretary
This league operates a zero tolerance rule towards foul and abusive language. All present were asked to warn their players that the use of foul language on the pitch is inappropriate. Delegates were also warned that anyone who is abusive to a referee will receive at least an 8 match suspension.
With the use of fencing and bibs and high visibility jackets, it is hoped to encourage coaches to remain within the technical area.
