MINUTES OF THE MEETING WITH CLUBS HELD ON 8 AUGUST 2007 AT WIGAN ST JUDES ARLFC
Minutes
The minutes of the July meeting were accepted, proposed Hindley seconded Waterhead.
Matters Arising.
The Three Counties Committee would like to run an under 19s competition. This issue is again on their agenda for their meeting which was held on 24 July According to those minutes 'It was agreed that U19s games would be played as curtain raisers at the County Championship games, to save on costs all the players would travel on the same coach.'
The dates for these are 29 March, 13 April and 27 April. It might be that the advertisements are for this competition and not the under 17s!!!! See below.
Delegates should note that players registered with this league are not allowed to play after 31 March each year, due to an arrangement with the RFL.
Dates for meetings were incorrect and have now been changed. See handout, but remember that we always meet on the 2nd Wednesday of the month, except in December and May.
RESPECT Campaign.
Brian Edwards has sets of bibs for those teams which have not already received them. Apart from Blackpool, all last season's team reps were given bibs. Liaise with your team mates!
With effect from 2nd September, referees will be noting which teams are not using bibs. Anyone on the pitch who is not wearing a bib of some description will be deemed to be encroaching on the pitch and will be reported to the disciplinary committee.
If the bibs are too small, cut the seam up the side and make them into a tabard, or at least ensure that some part of the bib is showing. More bibs will be ordered.
High Visibility Jackets will also be available soon - hopefully at the September meeting.
Secretary
Reminder to all delegates that minutes are sent out via e mail. If someone does not receive them who would like to do so, they should contact Hilary on her e mail: hilary.steel2@ntlworld.com
All correspondence should be sent to Hilary and copied to the other relevant committee member.
Handbook details were checked. Haydock 18s and Portico 17s will not have teams this season.Amendments will be sent out with the minutes.
CRB forms.
Although at least 50 had been given out, only 2 have been returned. Delegates were reminded that they should complete the forms but the last page should be left blank. The completed forms should be sent to Hilary with all the paperwork needed for the back page. This will then be certified correct by Hilary and sent off to RFL. The paperwork will be returned by Hilary and the CRB Certificate will be sent direct.
Hilary should then be informed of the Certificate/ID number.Delegates were reminded that any one who has any dealings with under 18s must have this check completed.
From Three Counties Minutes.
They would like to play County Rugby at U17s. Lester Chattein has also requested that all delegates are informed that there will soon be an advertisement in the trade press for a Lancashire Coach, an Assistant Coach and a Physio. Lester has been appointed as Manager. This issue has not been discussed and certainly not agreed at the Youth and Junior Council. The advertisements may be for the Under 19s competition!!!
Coaches.
Coaches' ID numbers and details which were provided have been checked. Please note that all coaches who were level two are now called Club and all expiry dates have been moved to 30.06.09.
Bridging packs are available at an initial cost of £30.00. These enable people to work at home and then complete a one day assessment. The cost of the assessment is £70 payable when you are ready. This system is well worth thinking about - it saves both money and time.
Handouts.
PLEASE READ!! The Tackle It Campaign handout was originally devised to help to stamp our Racial Abuse and the number of cases involving racial abuse is definitely getting smaller . Please publicise this - perhaps it could go on the club noticeboard. More copies available on request to Hilary by e mail.
Treasurer
Outstanding fines of £5.00 each are now due from: Widnes St Maries, Folly Lane, and Shevington Sharks. These must be paid by 12 August sent as a cheque made payable to N W C Youth to Hilary's address) or else they will be doubled.
Registrations and Transfers
Please read the hand out. Please ensure that you send 3 first class stamps with registration forms. No stamps will force a delay in processing and cards will not be available until the next monthly meeting. ONLY SEND THREE FIRST CLASS STAMPS OR £1.00 CASH. No envelopes of any size.
Fixture Secretary
Master Fixtures were given out. The season starts on 2 September. However there may be changes in Under 18s due to Haydock's demise.
Under 17s must play a midweek game before the end of September. They have been put on the master sheet and distances between clubs has been taken into account. Liaise between yourselves to fix a suitable date and ensure that both Hilary and Jackie know what has been arranged as soon as possible. If both teams wish to reverse a fixture, that is fine, but please ensure that both Hilary and Jackie are notified. Hilary will arrange the referee with David.
Do not assume that where FREE weeks are indicated that you will have a free week. The fixtures change due to weather, cup competitions and requested free weeks. In order to make use of the better weather at the beginning of the season, some fixtues may be brought forward.
Lancashire Cup (U17s) and National Cup (U16s and U18s) dates have not yet been finalised, so when these are announced, obviously changes will be made to the master fixtures.
Fixtures will be given out on a weekly basis.
Home clubs should contact their opponents by Tuesday at the latest.
Reminder that results must be sent in by SMS (Mobile phone text) to Jackie. She is not available on her landline at any time on a Sunday.
Results can be communicated to Hilary by either method - if you send them to Hilary they will be passed on to Jackie. Results will be posted on the website as soon as Hilary has them all.
Do not attempt to contact Jackie during the day by phone - she has a full time job which necessitates her full attention. It is possible that e mails may be answered.
You may ring her land line (0161 213 0138) or mobile number after 5.30 p.m. any evening EXCEPT THURSDAYS.
Friendlies.
No problem but must all be notified to Hilary c.c. Jackie of the venue and opposition. Team sheets must be completed and sent to Hilary. Last season's cards will be OK until 15 August - after that date all cards must be for season 2007 - 08.
Referees
Ensure that you contact the referee as soon as possible. Do not assume that if you have left a message he will turn up. You must get confirmation from the ref.
Similarly if a referee is appointed to two games on one pitch, but the groundsman has stated that only 1 match will be played - or for some other reason - both team reps must ring the ref, or he will assume that both matches are off.
The allocation lists will be published as soon as possible but these cannot be sorted out until after the RFL has allocated referees for their competitions. David does the list as soon as he possibly can.
Discipline Secretary
Reminder that Touchline Managers' courses are available free of charge - presented by either Jackie or Hilary. The league would like to ensure that all clubs have had such a presentation by the end of 2007. Once a club has had a presentation, one person from that club may be nominated to cascade the information to others. Please arrange as soon as possible. when new touchline managers have been appointed, please inform Hilary of their name and team.
This league operates a zero tolerance rule towards foul and abusive language. All present were asked to warn their players that the use of foul language on the pitch is inappropriate. Delegates were also warned that anyone who is abusive to a referee will receive at least an 8 match suspension.
Please note that disciplinary meetings are always held on the first and third Tuesdays of the month at Rylands recreation club in Warrington. If a player is dismissed, THE ONUS IS ON THE COACH OR SECRETARY, firstly to ensure they receive a copy of the dismissal report and secondly to ask for a personal appearance (if one is required) in writing to League Secretary and accompannied by a cheque for £10.00.
